Using USB-C headphones with an iphone 17 pro max the volume is way too loud. I cant seem to set it to low volume, almost like the minimum is 10% or something. If i fine tune the volume slider it simply cuts off around 10% – anything in the red area is 0% and sound finally comes on way too loud at the yellow area.

Ive messed with the volume limit settings, loudness protection etc in settings but nothing seems to work.

Any guidance here is much appreciated.
